The (IGF) Dynamic Coalition on Internet Standards, Security and Safety (DC-ISSS) will bring together key stakeholders from the technical community, civil society, policymakers, regulators, corporate and individual adopters, with the shared goal of making online activity and interaction more secure and safer.
It is widely recognised that many existing and future Internet-related products and services will be vulnerable to security threats and the spread of online harms and criminal misuse, if relevant Internet standards and ICT best practices are not effectively deployed worldwide to reduce and prevent these risks.
The DC-ISSS aims to ensure that standards and best practices play their full role in addressing these challenges through establishing the conditions for their wider, more effective and more rapid adoption by key decision-takers throughout the standards development and implementation chain.
In this workshop the three working group leads will present their respective workplans for 2021.
  1. Security by design - Internet of Things
  2. Education and skills on the need to align ICT tertiary education curricula by demands made by employers from industry and the public sector alike and society in general.
  3. Procurement, supply chain management and the creation of a business case.
The workshop allows you to establish the relevance of the work for your organisation and how you can collaborate to create the best possible outcomes in the form of recommendations, next steps and actions

AI can bring enormous advantages but represents some challenges as well, in particular in the field of human rights. As often used to process personal data, its compliance to existing data protection legal frameworks, laws needs to be seen. GDPR was not designed with AI in mind. Whoever wants to train AI system in the EU faces tough challenges when she wants to use training data that is not fully anonymized. This is particularly true when medical AI applications are developed. At the same time, GDPR is still poorly enforced towards big tech companies. GDPR also provides little regulatory guidance regarding the use AI techniques that can derive very sensitive information like sexual preferences from innocent looking data. Although GDPR imposed a heavy compliance burden on companies, meaningful control over personal data by data subjects is still missing. It might seem that GDPR mostly gifted us with annoying cookie walls. Can one regulation in one region of the world ensure appropriate protection to all? Aren’t there already existing or emerging international laws, solutions? Can't we regulate AI to empower data subjects? For example, some automated ruleset could free us from clicking on the same cookie consent settings again and again.
The EU and the Council of Europe announced plans to regulate AI. However, will that fix these issues with GDPR that have been amplified by AI technology? What is the way forward to turn users from data objects to data subjects being in meaningful control of their personal data and privacy?

Public policy in many countries favours the development and application of machine learning and other technologies broadly designated as “artificial intelligence” – with a view of boosting economy, streamlining the processes in the public sector and improving the peoples’ quality of life. To that end, human decision-making is replaced or supplemented by automation, and automated decision-making already affects millions of people in Europe and around the world.
The long-term result, however, might be a net harm, if automated systems merely reproduce the flaws of human decision-making due to inappropriate bias in the systems’ input data and generate new bias because deep learning even creates bias with perfect data
But if to err is human, is it even feasible to avoid bias altogether – either in human or automated decision-making?
And provided that the bias problem can be managed, are there any other substantial problems with using AI for taking significant decisions?
The goal of this workshop is to inform the discussion on AI policy and regulation in Europe and to further the understanding of these problems by the public at large

In the past EuroDIGs, experts and community members agreed that there should be a limit to the number of hours a child spends online. We discussed digital addiction. We discussed mental wellbeing and attempted to find a balance between living life in the real world and spending time online. We thought we had found the right balance.
The COVID19 Pandemic has exploded these limits: people have been prompted to spend more time online and less time outside. Limits set on «screen use» by young people have been exceeded because of online teaching. Increased online information consumption has exposed them to an increased offering of misinformation, inappropriate content and cyber risks. Are we turning them... and us, into cyber addicts?

WS 11: Recent studies on accessing educational content

COVID19 has highlighted and reinforced inequalities in our society whilst introducing new challenges. Schools and universities are particularly affected by these changes, both in lacking equipment and teacher skills to bring all content online. The lack of professional training to develop digital teaching skills makes it harder for teachers to deliver lessons from a distance and for pupils and students to learn. E-learning systems are not standardised and neither is educational material that is shared on these systems. The structure of learning courses is often modelled after a formal education curriculum, which provides no accommodation for the new interactive opportunities. The lack of standards and regulation for interoperability severely limits the usability of existing digital learning platforms for individual knowledge management by learners. Much of the material is already in corporate walled gardens coupled with expensive licensing and tracking of users. Compounding to these challenges is the lack of high-speed or low latency Internet connectivity which introduces a limit to the audio-visual or augmented reality opportunities that remote learning could enable. But work is taking place to find solutions!

After a decade of turbulence in the media field caused by the rise of global platforms, the arbitrary decision to ban President Trump from Twitter and Facebook came as a telling example of the power of platforms, and served as a wake-up call for the rest of the world. In Europe, remedial policy to curb the excessive power of tech giants has gained new urgency, as has the search for alternative means of restoring a trusted public sphere. These efforts are reviewed and evaluated at Focus Session 4, with input from media- and content-related workshops held earlier during the 2021 EuroDIG. FS 4 will also examine media initiatives to counter disinformation and to (re)create a trusted public sphere in Europe. These initiatives address common standards and journalism ethics, cooperation among European public service media and reinvigorating grassroots media, among others.
